Notice the strict separation between man and woman in this pictogram. It could have been strange and an indication of segregation. In this case, though, it is considered normal because the environment is the toilet. And the toilets are often strictly separated in two sections based on the sex.

Actually, it’s not a mystery office. It’s the townhall of Oldebroek. It looks mysterious to me.
